On July, 9th 2013, an open session was held in the auditorium of Faculty of Computer Science UI for the conferment of doctorate in Computer Science for Arief Ramadhan. The presented dissertation is titled: “E-Livestock in Indonesia: Definition, Success Factors and Models”. The idea for this dissertation came from Arief’s concern on the Indonesian government policy of beef import in such a large quantity and the less-effective beef self-sufficiency program. This is happening because most of the government’s data are inaccurate. In this dissertation, Arief proposes a concept called e-Livestock to resolve this inaccuracy problem.
This dissertation is done based on Definition, Framework, Methodology, and Area of concern (DFMA) model of research. There are five research steps. First, the definition (D) from e-Livestock was formulated. Second, the definition was validated by interviewing several experts and stakeholders. The result of interviews was then interpreted using hermeneutic method. The validated definition was to be used in the next steps. Third, thirty-six success factors for e-Government initiative were synthesized using Meta-Ethnography. All factors were to be used in the fourth step to formulate sixty-two specific success factors for e-Livestock in Indonesia. After that, the 62 success factors along with multiview framework and soft system thinking were used as the framework (F) for the next step. On the final step, a methodology (M) called Soft Systems Methodology (SSM) was used in various areas (A) of concern to produce models that are related with e-Livestock in Indonesia.
The open session was led by Prof. Dr. T. Basaruddin and promoted by Prof. Dr. Aniati Murni. Dr. Dana Indra Sensuse and Prof. Dr. Muladno were present as the co-promoters. The examiners were Prof. Dr. Kudang Boro Seminar, Dr. Setiadi Yazid, Dr. Yudho Giri Sucahyo, Dr. Achmad Nizar Hidayanto, and Dr. Indra Budi. The dissertation was presented so well that a Cum Laude grade was granted, which is 3,96. At the end of the session, the doctoral degree in Computer Science was conferred for Dr. Arief Ramadhan. The result of the dissertation research is expected to assist the government in making policies on livestock area, including the beef self-sufficiency program.
